The MFP 631z looks like it's their lowest end device that can do stapling. (MFP version of the M608.) Probably any of the 'z' models have it, or can added to non-'z' models.
At this point, you're at $4,000 anyway. So just start looking at almost any entry-level copier solution with a stapler. I'm partial to Canon and HP, though I've also used Toshiba and Sharp.

You could go with an HP M608 and add the 5 bin stapler mailbox. This would give you a standard monochrome laser with finishing.

I have not used any small scale MFP's with stapling features, but i have seen a few HP enterprise MFP's with stapling floating around the interwebs.
My thought on the matter is over-do-it with the copier and you wont have to replace it to get more features.
The Sharp copiers (like the MX-5070) we have on lease have staple features part of a stacking attachment (it shifts the stacks of print jobs to make it easier to separate).
It can do double sided saddle stitch booklets up to and past 11x17.
It also does stapless-stapling.. meaning it just mashes a maximum of 5 papers together with toothed gears.If you have only 9 users using a stapling feature, why not just get an electric stapler and call it a day?

M632z (transactional sku) or E62565h or z models offer an in-cave finisher which means the footprint is the same as the standard mfp's.

OP, it might be in your best interest to go with another MFP since it would allow for the features you want now, plus allow room for growth without needing to replace later to get additional ones. Thanks for the recommendation - if only it were as simple as buying a stapler for them to use! It's for all the end of financial year documents and last year they were stapling incorrect pages / missing other pages out etc when doing it manually so it led to a lot of nag in the long run!
